The completion of all IPEDS surveys is mandatory for institutions that participate in or are applicants for participation in any federal student financial aid program (such as Pell grants and federal student loans) authorized by Title IV of the Higher Education Act of 1965, as amended (20 USC 1094, Section 487(a)(17) and 34 CFR 668.14(b)(19)).
OVERALL GRADUATION RATE AND TRANSFER-OUT RATE
The overall graduation rate is also known as the "Student Right to Know" or IPEDS graduation rate.
It tracks the progress of students who began their studies as full-time, first-time degree- or certificate-seeking students to see if they complete a degree or other award such as a certificate within 150% of "normal time" for completing the program in which they are enrolled.
Students who have already attended another postsecondary institution, or who began their studies on a part-time basis, are not tracked for this rate.

** Data for these years was not available when IPEDS was submitted. As of Spring 2012 we have access to the National Student Clearinghouse (NSC) and these figures were determined by using the NSC data on this cohort.
